This character is just one of many 'cool' cards the Ascended have available to them. And, like most of them, it is only 1 Fighting -- vunerable to Final Brawls especially, and in need of protection. Its ability is flexible. Cancel the target edge when having it won't help you... or steal it away when it will.
Fairly self-evident, I'd think. Take other players Fire on the Lakes, The Hungry, Monkey Kings, etc. Use them for yourself. If you play in an enviroment heavy with Edges, this is card to give yourself an edge (figuratively and literally) when you need it. However, be careful to protect the Cabinet Ministers from attacks and watch for Edge killers. Then again, it probably cost your opponent 2 or 3 power to put it out there, and you 1 to steal it. So maybe you shouldn't worry at all.
Cheap. At 1 power cost, it's cheaper than most of the cooler 1 fighting/cool power Ascended cards... and cheaper than most of the Edges you could play.
Needs protection if you want it to survive, can be hosed if no one plays Edges, or if Thunder on Thunder and Realpolitik are common in your play group.
